24 NONMILITARY SOLUTIONS FOR AFGHANISTAN

 

 DEFINATIVE LONG AND SHORT RANGE WORKABLE PLANS

 

 

All 24 of the strategies below reflect the long-term and short-term nonmilitary, and regional, solution topics for Afghanistan.

 

A more detailed and comprehensive explanation of each strategy will be fully prepared for presentation. Item number one, a very crucial and root-caused issue, is ready for submittal; it is urgently needed. The goal is to defuse the ideological religious momentum of the Taliban by thrusting forward the true view of Islam. The subsequent items will be explained in the similar format in short order.

 

1.   Promote the true view of Islam, thereby defusing Taliban's vision and influence in the religion; and in the region. Rephrasing; start “Reconciliation activities that refrain Taliban from recruitment into terrorist camps by promoting the true view of the religion of Islam.”  

 

a.   Work with Pakistan to integrate Madrasahs (religious schools) into mainstream society in order to restrict radicalization of youth. (12-1-2008)(TBD)

 

2.   Construct a vast infrastructure specifically near the heartland of the Taliban (Kandahar) and other large cities to offset the bulk of the insurgency and reverse population increases inside large populated cities.  (12-01-2008)(TBD)

 

3.   Promote Afghan nationalism, by means of tribal dialogs and reconciliation, which can also be achieved through infrastructure reconstruction efforts, resulting in the linking and bonding of ethnicities throughout Afghanistan.

 

a.   Promote the national game of "Buzkashi" (using a synthetic goat) for the Olympics. The five (5) other nations that also play this game are the other Central Asian "STAN" nations. This will indeed bring nationalism and promote peace and tranquility, just like baseball, basketball and football in the U.S.

b.   Promote and musically enhance the traditional, national folk dance of “Atan”  (12-01-2008)(TBD)

 

4.   Promote civic responsibilities and uphold the authority of governmental law.  

 

a.   Prosecution of high government officials must be balanced according to the rule of law. Accusations of corruption or illegal activity must first be thoroughly investigated before prosecution.  Fairness must be extended to all regardless of stature or station. (12-01-2008)(TBD)

 

 

5.   Promote regional infrastructure buildup, rehabilitation, reconstruction, education and dialog, etc.

 

a.   Online education in volatile and insecure areas, to ensure access to education for all Afghans.

b.   Begin an aggressive effort to restore Afghanistan to its old reputation as the garden of Central Asia by clearing away old battle remains and rubble (recycling as much as possible), restoring or rebuilding old buildings, re-planting gardens, and re-foresting the countryside. 6.   Begin weapons collection, and prosecution of current and former Human Rights violators, plus disarming of warlords. (12-01-2008)(TBD)

 

7.   Produce structural change of economy.

 

a. Define mechanisms that creates an economic safety net; one that reflects a regional economic security and rescue plan, in case of a collapse of the economy.  The plan should include humanitarian assistance measures to ensure availability of food, shelter, and energy supplies; as well as measures that take advantage of Afghan ingenuity and creativity. 8.   Rebuild/regain American reputation within Afghan society. (12-01-2008)(TBD)

 

9.   Improve methods of recruitment and training of Afghan police and Afghan National Army.

 

a.   Work with the international community to fund ANA and ANP until Afghanistan’s GDP and revenue can sustain the costs.

b.   Set up separate funding allocation for ANA and ANP.

c.   Funding should be monitored by Afghanistan’s Senate and Parliament. (12-01-2008)(TBD)

 

10.  Promote and enhance women’s rights. (12-01-2008)(TBD)

 

11.  Solicit the participation of peaceful Taliban into an integrated Afghan government (for example, members such as Mullah Mohammad Zaeef, Abdul Wakil Mutawakel and Mawlawi Qalamuddin who are dedicated to rehabilitating Afghanistan). (12-01-2008)(TBD)

 

12.  Recruit neighbor countries participation in major Afghan reconstruction effort. Especially Russians to lead the mine awareness/removal programs. (12-01-2008)(TBD)

 

13.  Implement tough measures on media and Internet by imposing restriction on exploitation issues and pornography. (12-01-2008)(TBD)

 

14.  Promote public training in technology/education/reconstruction through media, and Western style trainings. (12-01-2008)(TBD)

 

15.  Promote High Tech satellite or equivalent border surveillance plan for Afghan-Pakistani borders. (12-01-2008)(TBD)

        

16.  Promote limited political parties to offset warlord domination. (12-01-2008)(TBD)

 

17.  Introduction of Afghan electronic identification card, and town (or village) GPS ID address.  Mail would be delivered to individuals via their town's GPS ID address (electronic ID card could also be linked to towns GPS ID address for voter ID, for census, and for social services). 18.  Establish free and transparent election for all provincial local governance bodies to offset corruption. Example: governors, judges, mayors and police chiefs. (12-01-2008)(TBD)

 

19.  Selection of heads of state should be done as it was done for centuries by means of traditional grand assembly of elders. This not only eliminates the criticism of American puppet installment, but also eliminates chaos and security risks for the cumbersome and complex electoral efforts.

 

a.   Promote a revised Loya-Jirga (Grand Assembly of elders) with revision in structure and form only. (01-12-2009)(TBD)

 

20.  Begin counternarcotics campaign by conducting a study for, and implementing, alternative use of poppies; for legal medical trade (such as morphine); and for alternative energy production (such as ethanol). Market licit Afghan products while creating new products for the world market such as; pomegranate juice, wine and brandy for export only (as it was until 1979).

 

a.   Offer farmers better economic assistance than the drug trafficker offers; e.g. technical assistance (such as how to grow different kinds of crops) as well as financial assistance.

b.   Remove and prosecute high-level officials benefitting from the drug trade.

c.   While eradicating crops, make sure that there are alternative livelihoods.

d.   Offer subsidies, small loans, and all forms of assistance to farmers as they transition to non-narcotic cultivation. (02-02-2009)(TBD)

 

21.  Promote a roadmap, a guide, a long range plan for more functional leadership through strategies that outline the challenges that Afghanistan is facing today; and will face in the future.  A roadmap could be used as a guide, with benchmarks, to help prevent future breakdowns in authority.  Benchmarks would help to prevent the collapse of confidence in the government and the economy.  It would recognize traditional methods for the election of the “head of state”.  It would make public threat levels transparent.  It would recognize and fight against government corruption; and would address loopholes that prevent current and future needs from being addressed.  It would expose and fight to eliminate wasteful overheads, bureaucratic constraints, and unregulated private security firms.  It would prevent the re-emergence of Afghanistan as a terrorist haven. 22.  Promote regional cooperation and international agreements with other nations that support the strategic objective of a stable Afghanistan; calling for other nations o make obvious their interests in Afghanistan, and not interfere in Afghan concepts of political expression. 23.  Make clear that national achievements (especially where goals are met) will be clearly communicated to the public in an open forum where public debate is the normal way to bring national awareness and consensus. (03-02-2009)(TBD)

24. Constitutionally imposed changes should be phased in over time with the support of tribal leaders; moving from the least conservative to the most conservative provinces (like stepping stones). (03-02-2009)(TBD)
