Solution No 2 (Initiative for Housing Project in Afghanistan)
In consideration of the dire situation currently in Afghanistan, this proposal is being introduced to provide jobs that would: reduce poverty and thereby reduce the reliance on the drug economy; which would ultimately reduce drug cultivation, and corruption as well as bring financial advancement and improvement to the lives of frantic and distressed people in Afghanistan. This initiative is also design to bring structure and a better life style to the people of Afghanistan; which will also place the country into a lower UN poverty statistic.
The structure of this initiative is to seek donor countries, mainly the United States, to assist financially; by buying vast amounts of unused Afghan government land and subsidizing minimum priced housing developments throughout different regions of Afghanistan. By initiating housing development for needy people and getting them involved in the development of those houses, they will be too busy developing their own neighborhoods rather than being available for insurgency recruitment.
If such a project is introduced it will not only create jobs, it will provide an atmosphere for business development that could provide adequate livelihoods for those in need. In addition, this would create an atmosphere where law and order would be accepted as the norm that citizens would abide by. When every disadvantaged Afghan can acquire a home for his family in exchange for participation in that homes’ construction as well as accepting good behavior rules agreements to be allowed to keep that home, then thousands of homes can to be built that will create communities. Those communities will then require law enforcement, an education system, a health care system, shops, markets and other infrastructure projects that will produce additional jobs.
Our ultimate goal is to create a system that requires social responsibility of citizens who can abide by rules of governance, and who can be accountable for paying their reasonable monthly home mortgages once they have incomes. What is a mortgage to an ordinary Afghan? As indicated above, the future homeowner will participate in the home building in exchange for daily pay until the house is built. From that pay, a separate fund will be allocated for the down payment of the house. Upon completion of the house the future homeowner will have already accumulated at least 20% down payment to qualify for the purchase of the new home. While the community is being built, jobs and many other small businesses will emerge, that will enable him/her to make enough income to meet the required monthly mortgage payment.
Once people have their homes, mutual benefit exchanges can be introduced based on levels of responsibility and commitment to the communities well being. In exchange for good behavior and full participation in the communities well being verses any bad behavior or breach of commitment on homeowner’s part, stipulations of generosity towards the homeowner are initiated. If overtime all condition is met by the homeowner, then the remaining balance on the mortgage can possibly be waved. By recognizing and rewarding good behavior, a domino effect will emerge that reinforces continued good behavior within the Afghan society.
Initially, this initiative will start on a micro level, and then grow over time to its macro potential. This can result in diverting high-populated cities into more manageable smaller to medium sized populated ones. For example 3.5 million Kabul’s inhabitants can be reduced to around 1.5 to 2.0 million by moving populations into suburbs around the larger city. Furthermore, this initiative can also be an effective tool for nationalism by migrating elements from all ethnic and tribal groups into these newly developed communities.
In the initial stage a pilot program of at least 20 homes would have to be built for testing and providing proof of results.
If the result is satisfactory then NWSC Inc will either introduce this initiative under “Biz Jirgah to Biz Jirgah” for further funding or offer it for exclusive consideration to the US government.
Note: A rough estimate of said housing is to be studied.
